This error message appears when you have tried to visit wp-login.php (or the wp-admin) area too much in quick succession.
The server will then block your IP for a few minutes meaning you will not be able to connect to your websites and/or email hosted on the server. This is to prevent brute forcing of the word press login page by automated scripts that send out multiple requests in rapid succession.
The block should only last a few minutes and once it is lifted you should regain full access.
If you are on a shared IP which is static (for example a business/office network) where there is the expectation that many people will try to access wp-login at the same time, we are able to white list your IP address against this form of blocking.
If you are on a home or dynamic IP, to mitigate against this sort of blocking, please limit your requests to wp-login.php by keeping tabs to multiple websites open to a minimum, or by staggering your requests to back end logins.
I have checked and found that your IP address was blocked, and have manually unblocked it for you.
