By default, outbound SMTP connections are disabled however we recently introduced the automatic allowing of SMTP connections to certain trusted servers: GURU email for hosting, sendgrid, mailgun, gmail, zoho and outlook/office.
If your SMTP connections are not to one of these services you can enable outbound SMTP more generally by going to cPanel > Email > Allow Outbound SMTP > Enable.
